Mental status examination indicated that his mood appeared anxious and his affect was somewhat elevated, congruent with mood. His attention and concentration were poor, as were his calculation skills. His judgment was considered fair. The claimant's diagnoses were of schizophrenia and borderline intellectual functioning, with a GAF of 55. The doctor administered a WAIS-III, and its results were considered valid. The claimant was found to have a full scale IQ of 72 or borderline functioning range. Dr. Edney stated that considering the claimant's history of hallucinations and uncontrollable behavior, it was recommended that he continue psychiatric treatment and medication management.

The undersigned finds Dr. Edney's determinations are credible because they are supported by objective medical findings and treating progress notes in the record. Accordingly, the undersigned accepts his conclusions with regard to the claimant's residual functional capacity. Social Security Ruling 96-6p.

At the hearing the claimant testified that he attended ESE classes and received a special education diploma. He cannot read much and cannot read a complete newspaper. He said that he has trouble dealing with people and gets fired from jobs. He testified that he hears voices that tell him bad things and he becomes very paranoid. After considering the evidence of record, the undersigned finds that the claimant's medically determinable impairments could reasonably be expected to produce the alleged symptoms and that the claimant's statements concerning the intensity, persistence and limiting effects of these symptoms are generally credible.

The State agency medical consultants' physical assessments and psychological consultants' mental assessments are given little weight because other medical opinions are more consistent with the record as a whole and evidence received at the hearing level shows that the claimant is more limited than determined by the State agency consultants. Furthermore, the State agency consultants did not adequately consider the claimant's subjective complaints or the combined effect of the claimant's impairments. The undersigned accords significant weight to the opinions of the claimant's treating sources and to the assessment by Dr. Edney.

6. The claimant is unable to perform any past relevant work (20 CFR 404.1565 and 416.965).

The demands of the claimant's past relevant work exceed the residual functional capacity.

7. The claimant was a younger individual age 18-44 on the established disability onset date (20 CFR 404.1563 and 416.963).

8. The claimant has at least a high school education and is able to communicate in English (20 CFR 404.1564 and 416.964).
