Records from Hialeah Hospital dating back to 2000 show that despite medication management, the claimant's blood pressure remained highly elevated in the range of 160/100. Hospital records dated September 2000 show that the claimant was treated for loss of vision and for having sustained "multiple mini strokes". The results of multiple clinical and diagnostic tests including a CT scan of the brain, showed that the claimant sustained an acute left occipital cerebrovascular accident and right homonymous hemianopsia (loss of vision in right side of center of both eyes.)(Exhibit 1F). Records from Anne Bates Leach Eye Hospital dated August 2002 confirmed the above visual diagnoses following multiple ophthalmologic tests. (Exhibit 2F).

These conditions have resulted in severe symptoms of generalized weakness, recurrent headaches, intermittent numbness of the arms and hands, chest pains occurring two to three times per week and loss of visual acuity among other debilitating symptoms.

More recent records from Jackson Memorial Hospital dated December 2006 document a hospitalization and treatment for diagnoses of acute pancreatitis. Indeed, I note that the results of a liver scan done on December 27, 2006 showed a large echogenic liver consistent with hepatocellular disease. (Exhibit 4F).

I also note that on February 28, 2007, Dr. Jana Bunsic, an independent physician who examined the claimant at the request of the office of Disability Determinations noted several abnormalities includingthe claimant's elevated blood pressure levels, lack of vision, difficulty balancing and some right upper extremity weakness. Dr. Bunsic opined that the claimant should refrain from lifting over ten pounds. Indeed at the time of the examination, the claimant's blood pressure was 180/110. (Exhibit 5F). I give Dr. Bunsic's physical examination and assessment considerable weight as her opinionis consistent with the medical evidence of record.

After considering the evidence of record, I find that the claimant's medically determinable impairment could reasonably be expected to produce the alleged symptoms, and that the claimant's statements concerning the intensity, persistence and limiting effects of these symptoms are generally credible. The record discussed above shows that the medical treatment by the treating physicians is compatible with the claimant's symptoms.

The State agency medical consultants' physical assessments are given little weight because other medical opinions, in particular those offered by the treating sourcesat Hialeah Hospital, Anne Bates Leach Eye Hospital/Bascom Palmer Eye Institute and Jackson Memorial Hospital are more consistent with the record as a whole. Evidence received at the hearing level shows that the claimant is more limitedt han determined by the State agency consultants.

5. The claimant is unable to perform any past relevant work (20 CFR 416.965). The claimant has past relevant work as a factory worker (Dictionary of Occupational Titles 781.687-010), security guard (372.667-034) and personal care attendant (Dictionary of Occupational Titles 358.677-014). These jobs were light in exertion and unskilled in nature.
